Fully Funded Scholarships in China: Routes, Costs and Applications

Choose a funding route before making a university list

Start with your intended degree and subject. A master’s applicant needs different evidence from an undergraduate applicant, and a research doctorate needs a credible match with a supervisor or research group. Then check which funding scheme actually supports that programme.

The examples here were checked on 14 October 2026. The cited 2026 application rounds are historical examples, not invitations to apply after their deadlines. Use the provider’s next published notice for new dates, eligible courses and document requirements. Do not assume a university’s self-funded deadline is also its scholarship deadline.

Compare the named schemes

Chinese Government Scholarship is often abbreviated CSC in university instructions, referring to the China Scholarship Council. The university’s notice should identify the precise scheme and submission route. A provincial scholarship with a similar name may provide a different amount and duration.

Xinjiang: an example of a broad funding package

Xinjiang University’s 2026 postgraduate call described registration, tuition and accommodation fee exemptions, comprehensive medical insurance and monthly living support. It required non-Chinese citizenship and good health; master’s applicants needed a bachelor’s degree and age no older than 35, doctoral applicants a master’s and age no older than 40. These are that call’s rules.

The notice listed Chinese- and English-taught subjects, language evidence, supervisor pre-admission consent and submissions through both CSC and the university system. Its deadline was 8 February 2026, Beijing time, so that round has closed. A future applicant must read the replacement call rather than reuse its dates.

This example shows why “fully funded” still needs a checklist. Confirm travel, arrival cash and any dependants’ expenses separately. A stipend expected after registration cannot pay a bill due before you arrive.

Zhejiang: a provincial award is not the same package

Zhejiang’s 2026 provincial government scholarship for new international postgraduate students described RMB 30,000 for one year, with strong-performing students able to reapply. Applicants had to meet postgraduate admission conditions, and simultaneous scholarship support was excluded. The published deadline was 28 February 2026.

Do not treat a one-year amount as a promise covering the whole degree. Subtract the applicable tuition and living costs from the funding, then examine later years separately. The possibility of reapplying is not the same as guaranteed renewal.

Zhejiang’s doctoral admissions guide also separates scholarship routes and their deadlines. Use the course’s own details to check whether a particular award is accepted. The fact that a university participates in CSC does not establish that every programme there is covered.

Keep the admission application and scholarship application aligned

Create one row for every required submission: university admission, scholarship portal, supervisor contact if required, and any nominating body. Record the correct route, reference number and deadline from the actual notice. Do not copy an agency number from a different university or another country’s embassy announcement.

Where instructions use Type A or Type B, follow the named administering body’s directions. A bilateral application through a sending body is not automatically the same process as a university route. If the notice asks for two portals, a successful submission to one is not proof that the other is complete.

Keep the course name, passport details, study dates and research proposal consistent across forms. Save acknowledgements and a private copy of what you submitted. A supervisor’s interest or preliminary admission letter is not a final scholarship decision.

Build a document plan around validity and purpose

Read the actual document list before spending money. Degree evidence, transcripts, references, a study plan, language evidence and identity documents may have different format requirements. Medical or police documents can be time-sensitive; check the applicable validity period before obtaining them months too early.

For a research proposal, explain the problem, a manageable question, your preparation and why the proposed department fits. Replace “China has excellent universities” with a specific academic reason. A strong proposal also recognises the limits of what can be completed during the degree.

Undergraduate applicants should separately inspect current admissions testing instructions. Zhejiang’s undergraduate guidance includes CSCA requirements. Do not apply postgraduate advice to a bachelor’s application or assume that a language certificate is the only test you need.

Compare the offer with your actual costs

Make a budget in the award’s currency. Record tuition, accommodation, meals, transport, insurance, travel, documents and initial deposits. Mark each item as paid directly, reimbursed, covered by an allowance or payable by you. This makes a funding letter much easier to interpret.

Suppose a hypothetical award gives a fixed annual amount of RMB 30,000 and your own verified budget totals RMB 42,000. The gap is RMB 12,000. This arithmetic is not an estimate of Chinese living costs; it shows why a stated award amount alone cannot prove that your study is fully funded.

Check the continuation conditions and when money starts. Do not pay an agent for a guaranteed scholarship or assume payment secures selection. Use the institution’s published application channel and verify any fee against its own instructions. Your next step is to compare two exact course-and-award combinations, not collect twenty university names.
