Who can apply
Fee liability is not decided by nationality alone. Exempt Finnish permits include P, P-EU, an EU-family-member card held personally, EU Blue Card, withdrawal-agreement SEU/P-SEU and valid unrevoked temporary protection. Type A on non-study grounds can exempt, except where the first Finnish permit was for study or the relevant family member originally entered for study; Type A for study is fee-liable. Family ties to a Finnish citizen or permanent resident can exempt. The permit must be valid on 1 August; changed status must be reported.

Exclusions and exceptions
Candidates on EU sanctions lists cannot receive a scholarship.
Official source · 2026-10-11 ↗Waiting-list admissions cannot receive this scholarship. A master’s scholarship is study-option-specific and does not transfer from a funded second choice to a first choice reached from a waiting list; binding acceptance of the funded option is required.
